[Biopython] two tracks on same level when using GenomeDiagram

It might be the "greytrack" which has some options, but I think the
most expedient option to to remove it (or part of it) in the final stage
of image polishing by hand.

We are basically tricking GenomeDiagram here - it originally expected
all the tracks to span the same genomic co-ordinates but at some
point was extended to support a start/stop, which allows some tracks
to be shorter/longer than others (with the cross-links and this kind of
figure being the motivation).
