[BioPython] wiki installed

I know there was debate on zope vs wiki, I went ahead and setup wiki for
all the projects.  If you choose not use it, remove the link from the
_sidebar.html file.

It is available at
http://www.biopython.org/wiki/html/BioPython/FrontPage.html
