[Biopython] Biopython project under OBF for GSoC 2018

Hi Sourav,

It is great that you are keen and looking at project ideas,
and since I don't think anyone has volunteered to mentor
already, it makes sense to ask like this here on the list.

I don't think that a summer doing maintenance / clean up work
like improving our test coverage or converting things like old
self-tests or print-and-compare test into proper tests using
the Python unittests framework would be regarded as a
GSoC suitable topic (despite this being useful practical work).

The GEO parsers are more interesting, although last time
I looked very much microarray focused - and that is rapidly
becoming a niche technology as unless getting enough RNA
is very hard, RNA Seq is probably a better choice.
