[Biopython] CompareAce parser

Hi everybody,

In Bio.Motif, there is a nominal parser for CompareAce files. However, this parser has almost no functionality. Would anybody mind if we deprecate this module for the next release? Whereas we usually might declare the module obsolete before deprecating it, in this case I think we can deprecate it straightaway since currently this parser does very little.
