We used to do this at SGN, and it's OK if you're not really using CPAN 
much, but it does not scale well if you use a lot of modules from CPAN. 
  You end up having to maintain in-house large numbers of interrelated 
Debian packages, and every time somebody wants to start using a new 
module, or there's a critical upstream bugfix, you need to make new 
releases of at least one, possibly many, of your in-house Debian packages.
