You might want to take a look at the existing life science URN I3C 
proposal

There's also a Life Science URN resolution project here: 
http://www-124.ibm.com/developerworks/opensource/lsid/?Open&ca=daw-ws-dr

This scheme is currently supported in Taverna/myGrid and other projects 
that make use of LSIDs.
The main difference between your proposal and theirs is the formatting 
of the URN.
