I agree that anything on 1.3.1 shouldn't impact 1.3.0, I also think that
any changes in a forthcomming 1.4 shouldn't break 1.3.x without a very
good reason but I know others disagree.

Following the example of the JDK most major new stuff and APIs are added
in major releases (1.1, 1.2 etc). So we should probably put major new
stuff on to BioJava-live, unless it's just a couple of new classes.
