[BioPython] Contributing code to cvs

I have 2 questions:

1 - My messages keep getting delayed on the way to the list because the
headers look like spam.  Is there any way this can be disabled?

2 - I am currently doing a lot of work with biopython and have
implemented a few patches against biopython CVS head to make my life
easier.  I am willing to submit patches.  I sent one earlier, but no one
has responded yet.  Is biopython open for external contributation?
