Reported on the mailing list by Eric Gibert.

Basically while features have their annotations recorded, most of the top level
SeqRecord's annotations dictionary is ignored.

I'm about to attach a possible patch; this still needs work for the case where
the annotations dictionary contains non-string values (e.g. lists of strings)
and I may want to tweak the reconstruction of the record on retreival from the
database.
