[Bioperl-pipeline] transformers and stuff

Hi biopipers..especially those working on the annotation pipeline,
	I have committed an xml example 
xml/templates/dev/transformer_example.xml for your reference in 
plugging in converters.
Currently the example uses filters but it should be almost the same for 
converters. There are slight schema changes, but all tests passes for 
me.
test them out and let me know if any problems arises .....
