I extracted spec files from the Emboss 5.0.0 RPM on the emboss site,  
which has Ryan Golhar <golharam at umdnj.edu> listed in the %changelog  
section.

I am not a Fedora packager but would be happy to become one to  
maintain an EL/EPEL branch of EMBOSS.
