[EMBOSS] Jemboss patch on the EMBOSS ftp server

There is now a fix for Jemboss on the EMBOSS ftp server. This fixes a
problem involving the specification of mismatches in "the fuzzies"
(i.e. fuzznuc etc).

files to find out how to apply the fix. The patch-1-19.gz file in the
patches directory will, of course, apply all fixes to date when used with a
fresh download of EMBOSS-4.0.0.tar.gz.
