[emboss-dev] Compiling EMBASSY packages from CVS

More up-to-date instructions are in the top level FAQ in the
CVS version.

I've just committed a slight fix to that file (it didn't
specify the flags for aclocal and automake - which are as you'd expect)
so it may take a couple of hours to be copied over to the public CVS.
Otherwise the file is pretty much the same as the FAQ from the
distribution.
