[BioSQL-l] release ready

I fixed the remaining performance issues with load_ncbi_taxonomy.pl, 
seems to work fine now on MySQL, Pg, and Oracle. The DDL for all three 
RDBMSs is up-to-date with the changes decided upon in Singapore. I also 
updated the ERD in doc/.

I'd say we're ready to release. If there are no objections, I'll tag 
and put up a release candidate as soon as I get to it.

I propose to call the release 1.0 right away.

Any comments, concerns, or objections? Do people think it is premature 
to announce to 1.0?
