[BioRuby] Removal of Bio::SOAPWSDL, Bio::EBI::SOAP, Bio::HGC::HiGet

Hi. Chris,

That's right.

In BioRuby, that was already removed before their service termination announce,
because it did not work correctly possibly due to some problems in Ruby's SOAP library.
