Essentially its due to electricity shortage in Eastern Honshu Island  
caused by the earthquake on March 11.
Many power stations are stopped, not only the Fukushima nuclear power  
plant.
There are many more internet services that are suspended due to the  
same reason
and not by any problem in the computers.
