[Biopython] Volunteers for making Biopython release 1.77

Everyone please join me in thanking Chris for handling the Biopython 1.77
release. This is now up on PyPI and our website, and the blog post is live:

Chris - could you do the email please? I'll moderate it for the
announcement list (which is still running but slated for retirement at some
point)

Also a pull request for the post release version bump too, if you want?

Thank you for also for polishing the release instructions, further comments
welcome. Do you think this was workable, or would you prefer git
permissions to do most of it yourself if you handled a future release?
