[Biopython] Treat master branch as frozen until Biopython 1.77 is done

Hello all,

Everyone with commit rights, please don't touch the master branch
until Chris Daley has finished the Biopython 1.77 release (see the
discussion on the volunteering for release manager thread).

I've just merged the version bump step:
