[Biopython] [Biopython-dev] Retiring our old RedMine bug tracker

That didn't take too long - all the remaining issues have now
been closed or migrated to GitHub.

I believe that as far as Biopython is concerned, we are happy for
the OBF to turn off redmine.open-bio.org
