[Biopython] Biopython 1.71 release plans

We may have to do the next release sooner than expected,

A couple of non-ASCII characters crept into README.rst
which can break setup.py under Python 3 depending on
the user's locale/encoding settings.

This was also reported to me directly by Andreas Tille
doing the Debian packaging. The fix was trivial:
