[Biopython] EBI module expansion/development

Bérénice Batut has now also written Galaxy wrappers for
her enasearch script:

https://github.com/galaxyproject/tools-iuc/pull/1451

It is clear that the tools is useful and self-contained, so
she may not feel contributing it to Biopython is the best
match - but we could ask anyway?

Or, we add Francesco's EBI dbfetch code but add a
comment suggesting the separate enasearch may
also be of interest?
