We don't use numpy, we use the older Numeric library.  You need to
install that (you can have both installed without a problem).

Which instructions were you following?  We have tried to make this
clear on http://biopython.org/wiki/Download and in
http://biopython.org/DIST/docs/install/Installation.html (and its PDF
equivalent).
