[BioPython] ASN.1 parser

Sorry, no. I wrote a java one once, but that was for the late 
(lamented?) BioNavigator.

While we're asking - does anyone have an ASN.1 parser?

A parser repository or link page might be a handy addition to the 
BioPython site - along the lines of "script central".
