I've actually been thinking about that.  Not that I'm particularly
qualified to design, build, coordinate, run, look at, or think about such a 
project myself,  but I DO use php quite a bit to deal with data that is at 
least related to biology (i.e. tracking stocks of microbial and/or 
environmental samples, etc.).

I even "started work on" a php class for dealing with DNA sequences.
Of course, at this point the only useful function it's got is to calculate
the complement of a sequence and output in FASTA format, but it's a 
start...my goal is to extend it to a basic set of functions for basic input 
and output of dna sequence data (e.g. as FASTA, ASN.1, a protein sequence, 
etc. etc.)

I could see a use for php classes for possibly sending queries to online 
databases, generating lists of sequences from individual sequence objects
(e.g. for later alignment, phylogenetic analysis, etc.) and other such things
that one might want to do with sequences pulled out of a local database...
