[BioPython] Molecular phylogeny

There's been intermittent talk about doing this, but so far nothing's
showed up yet. If anyone is working on an implementation that will be
submitted soon, please speak up now! Otherwise, please be my guest,
Claes. We've been wanting code for this for a while...
