[Biopython-dev] Bio.NeuralNetwork question and updates on 'testseq.'

I am in favour of deprecating the Bio.NeuralNetwork module for now and
pointing users to alternative packages for creating an NN (I suggest
tensorflow, but I leave this up to the community.)
