[Biopython-dev] FYI Numpy and 2.6, 3.3 support

Yes, I was following that too and thinking we should probably deprecate
support for Python 3.3 in the next release (having already done this
for Python 2.6 support in the Biopython 1.66 release).

As noted in other threads, this ought to let use do a little code clean
up, e.g. removing the EvilHandleHack from Bio/File.py
