[Biopython-dev] Time for Biopython 1.65?

I have tagged this on git, and done the post-release
version bumps. Small commits should be fine again (but
hold off anything big without discussion in case we have
to release Biopython 1.66 for a quick regression).

I have not yet pushed Biopython 1.65 to PyPI, I like to
wait for a few "in the field" reports that everything looks
fine before doing that (just in case there is a problem).

Thanks everyone who contributed, and apologies to
everyone with contributions still pending...
