Dear all,

I do not have access to the deployment machines, so I have put
everything on:

http://popgen.net/bp

This includes:
The API
The source (tar and zip)
Windows binaries (2.6, 2.7, 3.3)

I think it is better this way as this will allow some testing before
going live.

I suspect the biggest change from previous versions is that I used
MinGW instead of MS compilers to do the binaries.
