[Biopython-dev] Biopython 1.63 beta - preparations

This seems on track (a dry-run worked including compiling on an
Windows 8 machine) and I would like to do the whole procedure
tomorrow morning (Western European Time). I will be able to go up to
step 18 of the build instructions (i.e. I will alter the repository
and tag biopython-163b).
