[Biopython-dev] Biopython beta releases on PyPi?

I haven't been doing this. Conceptually, PyPi is more for users who
want to install the latest thing that just works without too much
thought. I suppose beta releases don't quite fall into that
category since they are meant for testing, so let's just push final
releases there.
