I suggest you to use github or any distribuited source versioning
system to test the changes you are describing in this discussion.

For example, I have created a branch on my github repository called
'qualityscores-experimental'
(http://github.com/dalloliogm/biopython/tree/qualityscores-experimental)
with a sample commit where I add a per_symbol_annotations attribute to
SeqRecord:

I think that it is easier to discuss over this if you can show how the
code would look like instead of only describing it.
