Hi,

Is it OK to add a dependency on SciPy? Would only influence
Bio.PopGen, of course (part of it, actually). Test code would be done
not to fail the test suite if the library is missing. As I see it, it
is a bit like adding a dependency on an external program (which
already happens). If the dependency is not there then that part is
non-functional, but all the rest is OK
