Following comment 26, I have updated Bio/SCOP/__init__.py to use
Bio.SeqIO.to_dict() instead of Bio.Fasta.index_file() and the
Bio.Fasta.Dictionary class.

Now test_SCOP_Astral.py passes without triggering the deprecation warnings I
added to Bio.Fasta.
