Possible new unit test

This is a possible unit test which uses 
Bio.GenBank.NCBIDictionary and a few other online sources of data, and checks
we can parse them with Bio.SeqIO

I have been testing this with my one line short term import hack (checked in by
the way - with the expectation your code will replace it).  Note that this does
give a DeprecationWarning from Bio/config/DBRegistry.py
