Jeff, I started looking at it (and I've been through the "~" expansion
with Tomas, he tried all manners of path specifications). Apparently
there is a problem with localinstall in Biopython. I tried to
localinstall 1.23 myself, and it didn't work. (In my case, EUtils tried
to install in /usr/local/lib/python/site-packages even though I
specified --home=/a/local/userdir).
