[Biopython-dev] updated FAQ

Hey everybody,

The FAQ was hideously out of date (there was still verbiage saying
that we don't have any code!), so I've updated it.  I removed text
that's not applicable anymore and have added a few more entries
relevant to people who want to submit code.  Please take a look and
let me know if you can think of other things to add.

I've also added a Bugzilla bug (using my time machine :) to look for
software to help maintain FAQs.
