[Bioperl-l] Licensing discrepancy for BioPerl

Hello,

I noticed a discrepancy between CPAN and the LICENSE file shipped with
BioPerl. CPAN lists BioPerl under "The Perl 5 License (Artistic 1 &
GPL 1)", but the LICENSE file contains the Artistic 1 license and the
GPLv3. Also, the META.json file says the license is "perl_5", which I
take to mean as the Artistic 1 & GPL 1

I am not a lawyer, but it seems like something is not entirely correct
here and should be fixed and/or clarified somewhere in the
documentation. :)
