[Bioperl-l] Bioperl not available from bioperl.org/DIST through package manager???

The package.xml should be found automatically (i.e. the repo path  
shouldn't be explicit).  Just curious, but are you running ActivePerl  
5.10.0 or 5.10.1?  On windows?
