I think you have definitely filled both requirements.  We could add a  
link to the BioPerl publications page as well; hard to argue with  
close to 500 refs!

Regardless, the Wikipedia admin who added the tags doesn't seem to  
think either requirement is fulfilled yet (though it remains open):
