[Bioperl-l] Anything more for 1.5.2?

Just committed a first draft of the new INSTALL file.  Let me know  
what you think.  The tables in the file result from the HTML dump  
from elinks (though I edited the dependencies to get it to fit).  We  
could always go back to a simpler table if needed.

I think we should split the dependencies into a new file since they  
aren't UNIX-specific (they are for all platforms).  I also noticed  
that the PLATFORMS file is seriously out-of-date.  Do we really need  
it anymore?
