It /is/ in the INSTALL docs. See the 'THE TEST SYSTEM' section. (It's 
also on the wiki version of same.)

I'm not sure that a developer would think to look in the installation 
documentation for that kind of information, so I've added the info to 
http://www.bioperl.org/wiki/Bioperl_Best_Practices#Testing as well.
