[Bioperl-l] directory for bioperl maintenance scripts

I got no comments or suggestions, so I suppose 'maintenance' is not too
bad a name.

These are the new files:

maintenance/README
maintenance/modules.pl
maintenance/pod.pl

pol.pl
======
Checks POD documentation in core and run bioperl modules.
Anyone with bioperl cvs account can run this script and fix the
documentation syntax, not only me. ;-)

modules.pl
==========
Counts, lists and checks if modules are tested.
