You can download it from http://biojava.org/download/binaries/.  I suggest 
using the biojava-1.21.jar.  Place this in your classpath.  The API is 
described in http://www.biojava.org/docs/api/.

Alternatively, you can do a CVS checkout as described in 
http://cvs.biojava.org/.

Both these options are referenced from the home page http://www.biojava.org.
