[Biojava-dev] code reviews on github

Hi,

GitHub released a new feature yesterday: protected branches and enforced
code reviews.

Since we have been doing code reviews for the majority of changes on the
master branch already, I have enabled this now as a new default for all
changes on the master-branch.
