[Biojava-dev] Logging Usage Policy

Started a logging usage policy at below link, as suggested in Issue #155.
Below location should be editable by all who have access to the link. Used
Google Drive as I don't have access to the Github Wiki or proposed Policy
location (http://www.biojava.org/wiki/BioJava3_logging).

Note, document is just an initial draft. A starting point. So feel free to
correct or edit as much as needed.

I imagine the final product being posted to the suggested final location in
Issue #155.
