[Biojava-dev] explicit support for GVF format

Hello devs,

I know we have GFF support in biojava-legacy and also in biojava3
already; I wonder if it might be worthwhile to add explicit GVF/GFF3
support per this specification

We may also want to remove this snarky comment from the biojava3
GFF3Reader javadoc

"The GFF moniker is applied to a variety of tab-delimited formats that
mock the notion of a standard."
