[Biojava-dev] javadocs for 3.0

Ah, right, I had forgotten about those. External dependencies not on
Maven Central are kind of a deal-breaker (and a catch-22 in many cases).
There are some workarounds (e.g. repackage under a biojava groupId) but
they all smell bad.
