We've actually combined URIs and NS syntax internally.  Examples
include

* "x-sequence-na:gb.123:AL121903.13"
  version 13 of sequence AL121903 in GenBank release 123.

* "x-sequence-na:gb:AL121903"
  sequence AL121903 in GenBank.

* "x-sequence-na:.:AL121903"
  sequence AL121903 in the local or default collection.

* "x-sequence-na:gb.123"
  GenBank release 123.
