[Biocorba-l] CosProperty and qualifiers (was: CosProperty...)

I'd be fine with that (especially if it would solve a contentious 
issue).  We reuse only a small part of CosProperyService at this point 
so there's not a strong argument to keep it.  I've always preferred to 
reuse CosXXX interfaces but theres a clear sentiment against that in the 
community and this is a pretty justifiable case.
